Will concrete or mortar adhere to the aluminum waterproofing tape?

I would like to tape aluminum waterproofing tape (with rubber on one side) to laytex waterproof painted cinder blocks. I am building a water retaining wall near the edge of my house. The blocks will be layed in a partially underground ( 4 inch) ditch with mortar or cement. The portion of the block that will be underground, I was thinking of putting the aluminum/rubber waterproofing tape on. Will the cement or mortar adher to it?

You can have these material adhere to your cement for the mean time but at the long run it will just peel off and water will get into it.

I suggest you use a bituminous waterproofing. There are many cold applied waterproofing that you can apply at the surface of your plastered blockworks. Bituminous materials have proven to adhere on concrete and cement surfaces like roofdecks and parapet wall. Usually this waterproofing comes in black liquid elastic form.
